Heritage Conservation Plan

Cultural resources are the elements that underpin a community's cultural life, identity and sense of place. The cultural resources of North Sydney include such things as historic buildings and landmarks, streetscapes, community events, pedestrian networks, parks and views. These elements form tangible links to North Sydney's past and experience of cultural life and that need to be conserved for the future.

To protect North Sydney's cultural life, we have identified specific cultural resources and included them in our planning controls. This process has involved extensive community consultation, identification of locally significant cultural themes, the preparation of heritage and cultural studies, and the review of planning controls.

North Sydney's development controls for cultural resources

NS LEP 2001 and NS DCP 2002 provide the controls for the development of heritage items, all buildings in conservation areas, and all other cultural resources throughout the Council area. The Cultural Resources Section of NS DCP 2002 (Section 8) expands upon the clauses in NS LEP 2001 with more detailed development guidelines for particular issues, such as scale, roofs and car accommodation. The individual Conservation Area sections of NS DCP 2002 provide additional controls specific to each area, which should be used in association with the Cultural Resources (Section 8).

Heritage and Cultural Resources Studies

Heritage Studies form the basis for lists and controls for our cultural resources. The most recent study, the Heritage and Cultural Resources Study, was published in 1999 (available at Stanton Library). This study identified eight cultural themes underpinning life in North Sydney and established goals for their management.

The study also reviewed the existing heritage conservation areas in respect to North Sydney's cultural life and identified those items that contribute to the character of conservation areas. It further documented North Sydney's cultural resources including community facilities and cultural venues, significant views and lookouts and civic structures.

The resources to find out more about your property include:

  • The North Sydney Heritage Centre in Stanton Library include extensive historic archives on the local history of the area, such as historic photographs, subdivision plans, publications, Council rate books, and heritage leaflets/walking tours on aspects of North Sydney's heritage and history. Some of this information is provided online.
  • North Sydney Heritage Inventory Database contains inventory sheets for North Sydney's heritage items and contributory items. The inventory sheets include a brief statement of the significance of your property, a description, photograph, and sometimes include historic notes. These can be accessed free of charge at the computer terminal in the Stanton Library.
