Affordable Housing & SEPP 10Generally, housing is considered to be affordable when its cost is reasonable in relation to household income. An accepted measure of affordable housing is where the cost of housing for low-income households (less than $36,400) is no more than 30% of income. In North Sydney in 2004, 71% of low-income households pay more than 30% of their income in rent. In response to concerns raised about the rapid decline of affordable private rental accommodation, State Environmental Planning Policy No. 10 - Retention of Low Cost Rental Accommodation (SEPP 10) was gazetted on 6 July, 1984. SEPP 10 seeks to retain low-cost rental accommodation by providing the legal mechanism for Councils to assess the likely impact of development on low-cost rental accommodation. Under Section 94 of the Environmental Planning and Assessment Act, North Sydney Council is empowered to impose a levy for the loss of affordable housing enabling Council to replace low-cost housing in North Sydney for eligible families. At its meeting on 27 January 2004, Council adopted the North Sydney Section 94 Plan, which was exhibited from 6 November 2003 to 4 December 2003. The Plan applies to all development in the North Sydney Council area, replacing all previous Section 94 plans. The Section 94 Plan is applicable from Thursday 12 February 2004, for all land in the North Sydney Council area. Certain contributions apply to all development in the North Sydney Council area; additional contributions apply to specific areas only. These areas are defined within the Plan. The Section 94 Contributions Plan documents the rationale and justification for the contributions, the contribution rates applicable and works schedules which indicate the facilities to be provided. Section 94 contributions are adjusted annually by the consumer price index, and are detailed in the Fees and Charges Schedule for the current year (inside the document above or click the link).
