Parking ManagementThere is growing demand for parking in the North Sydney local government area. Residents want to be able to park near their homes and to get parking at village centres, while commuters want affordable all-day parking near commercial centres or near public transport hubs. Unfortunately, with almost 63,000 residents, 55,000 daily visitors and just 22,000 on-street parking spaces, the demand is greater than the supply in many areas. Since Council is unable to increase the supply of on-street parking, the only equitable way to give both residents and visitors access to parking is place time restrictions on the available parking spaces. The parking rates in North Sydney are set to manage demand and achieve the maximum use of this finite resource. In general, Council sets time limits and parking fees to achieve an occupancy rate of 80% to 90%. This ensures all available parking is well used, while still retaining some free spaces. In residential streets, North Sydney Council surveys residents to determine their opinion with regard to the parking restrictions. When installing new restrictions, Council is largely guided by what the majority of residents want. Council cannot just install new parking restrictions. A report must be presented to the North Sydney Traffic Committee to review the proposal. The Traffic Committee is made up of representatives from North Sydney Council, the NSW Police, the Roads and Traffic Authority and Local State Members. The Committee then recommends the approval or modification of the proposed parking restrictions. Parking RegulationsCouncil Officers are engaged in the enforcement of Parking Regulations by virtue of Part II Section 3(1) (q) (10) of the Traffic Act 1909, which states: "The Governor may make regulations, and may thereby make provisions for or with respect to the marking of tyres of motor vehicles by means of crayon, chalk or any similar substance by members of the Police Service and Special Constables in the employ of the Commissioner of Police for any purpose connected with the enforcement of any of the provisions of any Act, Regulation or Ordinance."
