What is Resident Parking? 

Resident Parking is a system of permits that exempts the vehicle noted on the permit from the time limit shown on the parking control signs of the resident parking area.

Why do we have Resident Parking? 

There is a high demand for parking in the North Sydney Council area. The intent of this system is to enhance residential amenity by reducing opportunities for non-residents and commuters to park all day in residential areas and to provide equitable access to on street parking in residential areas for residents who have limited or no off-street parking.

Who is eligible for a permit?

Residents of North Sydney who have limited or no access to off-street parking with their dwelling may apply for a permit. Please note that not every residence in the North Sydney area is entitled to a permit > go to Property Description and Entitlements.

How many resident parking permits am I entitled to?

The North Sydney Council area is divided into three Parking Zones, with different entitlements within the three Parking Zones. These entitlements reflect the number of properties and the number of on-street parking spaces within the Parking Zones, which therefore sets the limit on the number of permits which Council may issue such that the number of permits does not exceed the number of parking spaces available > go to Resident Parking Zones map

*Please Note: (a) The maximum entitlement is reduced by the number of off-street parking spaces within the property. For example, if the maximum entitlement is 2 and there is 1 parking space on the property then the entitlement is reduced to 1 resident parking permit; (b) The maximum entitlement relates to the number of vehicles registered at the particular address.

Where does the permit allow me to park?

The North Sydney Council Local Government Area is broken down into 33 separate parking areas. Your parking entitlement is governed by the area your residence is situated within. Please check the parking signs in your area to ensure that they state "Resident Vehicles Excepted - Area#". If the area on your displayed permit is the same as that on the sign, and you are legally parked, then your vehicle may park there indefinitely.

How do I get a Parking Permit?

Can I get the permit if I can't find my registration papers?

No. For privately owned vehicles, the current registration papers with your name and current North Sydney address must be supplied. If you cannot produce your registration papers, you will need to contact the RTA and request a new set to be issued.

How much does the permit cost?

North Sydney Council charges different fees for its resident parking permits. The fees are based on the environmental impact of the vehicle. Thus, smaller low-fuel consumption vehicles are charged a lower fee, and larger vehicles with higher fuel consumption, are charged a higher fee > go to Resident Parking Fees

Why are there different fees for Parking Permits?

North Sydney residents have raised protection of the environment as an important issue. Improvement in air quality and reduction in Greenhouse gas emissions are goals for the Council.

North Sydney Council charges different fees for its resident parking permits, based on the environmental impact of the vehicle, which is based on the fuel consumption, greenhouse rating, and the air pollution rating of the vehicle. The sliding scale for resident parking is aimed at encouraging improvements in these areas.

How do I work out the vehicle impact of my car?

The Australian Government Department of Transport and Regional Services has prepared a database, which details the fuel consumption, greenhouse rating and air pollution rating of hundreds of vehicles, by make, model and year. This database is available on the Green Vehicle Guide website: www.greenvehicleguide.gov.au

Do Resident Parking Permits receive pro-rata discounts?

Yes. Every three months, the fees are reduced by 25%. Please see the fees schedule for the dates and discounts.

Why do I have to pay for my Resident Parking Permit?

A fee is charged for the resident parking permits to partially recoup the cost of running the resident parking schemes. These fees only partly cover the cost of installing and maintaining the signs, and managing the scheme.

Are all vehicles entitled to a permit?

No. The vehicle cannot be a caravan, box trailer or boat trailer, and must not exceed three tonnes.

Can I have more permits than the entitlement?

No. Council's policy aims to deal fairly with all residents. The streets of North Sydney are already extremely congested. The number of permits issued cannot exceed the amount of actual available on-street parking. It is therefore Council's intention to provide the most equitable access to on street parking in residential areas by limiting its availability as set out in the policy, particularly in the more densely populated areas.

Are landlords entitled to a Resident Parking Permit?

No. Only the resident of the dwelling is entitled to a parking permit.

Can Resident Parking Permits be issued for commercial properties or business owners?

No. Resident Parking Permits are only for residential dwellings, and cannot be issued to anyone who does not reside permanently within the North Sydney Local Government Area.

Can a Resident Parking Permit be issued for more than one vehicle?

Yes. Shared parking permits are available. These permits may be shared between two residents of the same dwelling, provided all other eligibility requirements are met. Go to > Resident Parking Fees

Can I get a Resident Parking Permit if my vehicle is registered interstate?

Yes, provided all other eligibility requirements are met, but the permit will be valid for three months only. After the three months has lapsed, you will need to have re-registered your car within NSW. There are no extensions to this permit.

If my vehicle is registered interstate, do I still have to supply my registration papers?

Yes. We have to ensure that the vehicle is in your name and has current registration papers. If you do not have the original, then a photocopy is sufficient.

My car is unregistered. Can I still get a Resident Parking Permit?

No. North Sydney Council may only issue Resident Parking Permits to vehicles with current registration papers.

I have just purchased a new car, and the registration papers haven't been issued yet. What can I do?

If it is a new vehicle, registration papers can take some weeks to arrive. We will accept the purchase receipt from the dealership in lieu of the registration papers, but they must have your name, current North Sydney address and registration number on them.

If the vehicle is secondhand, then please provide a receipt from the dealer (as with new vehicles).

What do I do if I get a new vehicle replacing my existing one?

If you replace your existing vehicle with a new one, you can complete the Replacement Parking Permit form, and supply us with a copy of the new vehicle's registration papers. There is a fee, go to > Resident Parking Fees.

Your original permit is not transferrable.

If I am not entitled to a Resident Parking Permit, do I have any other options?

Yes. Each property is entitled to 30 Visitor Parking Permits per year. Each of these permits cost $1 and is valid for one day. They can be used to park in the same area that a standard Resident Parking Permit can.

I cannot come in to apply for the permit. Can someone else apply for me?

Yes, but the person whose name is on the application form and owns the vehicle (except in the case of borrowed or company vehicles) must sign the application form. If you complete the form, your representative can then apply for and collect your permit.

My car has been damaged in an accident, and I have been supplied with a courtesy vehicle. Can I get a permit?

Yes. You must supply us with a letter from your insurer or repairer confirming that the vehicle displaying the permit is currently undergoing repairs, and for how long. We can then issue you with a free permit for a maximum of one month.

I am using my garage as a storage space. Can I apply for a Resident Parking Permit?

No. The availability of a dedicated parking space on the property will reduce your entitlement for a Resident Parking Permit. A garage should therefore be used for parking. You would need to make alternative arrangements for storage.

Temporary permits may be issued if repairs or other building works effect the parking area.

I am moving to North Sydney, but will be moving again in less than 12 months. Can I get a permit for less than a year? 

All permits expire on 31 March, therefore a partial permit is possible dependant upon when it is applied for.

When do the Resident Parking Permits get renewed?

The parking permits are valid from 1 April to 31 March. Renewals are sent out in February.

I will be overseas during renewals, and cannot come in. Can I apply earlier?

Renewals may be processed before the forms are posted out. Please contact our Customer Service Centre to find out if the new permits have arrived.

What happens if I do not renew my Resident Parking Permit by 31 March?

All parking permits must be renewed by this date. If you do not, then you must follow the standard parking restrictions shown on the sign, or your vehicle may be fined.
