Planning Proposal 575-583 Pacific Hwy, St Leonards
On 2 June 2015, Council received a planning proposal in respect of the land at 575-583 Pacific Highway, St Leonards.
The original proposal sought to amend North Sydney Local Environmental Plan 2013 (NSLEP 2013) to increase the maximum height limit for the subject site, from the present 26 metres up to a proposed 56 metres, consistent with the adopted St Leonards/Crows Nest Planning Study. The original proposal also sought to include a maximum floor space ratio control of 7.37:1, applicable to the subject site only.

The original proposal also included an offer to enter into a voluntary planning agreement to provide pre-determined public benefits outlined in the adopted St Leonards/Crows Nest Planning Study.
On 7 December 2015, Council resolved to send the planning proposal to the Department of Planning & Environment in order to receive a Gateway Determination subject to minor amendments being made to the proposed planning agreement.
Following delays in finalising the proposed planning agreement, the proponent lodged a pre-gateway review request with the Department of Planning & Environment in August 2016. The Sydney North Planning Panel considered the matter on 8 February 2017. The Panels advice report recommended that the proposal proceed to Gateway Determination stage subject to the proposed FSR being reduced to 7:1.
A revised planning proposal was submitted with the Department of Planning & Environment to enable a Gateway Determination to be issued:
A gateway determination was issued on 25 May 2017.
The planning proposal and proposed voluntary planning agreement will be placed on exhibition subject to the relevant conditions on the Gateway Determination being actioned and satisfactory resolution of issues associated with the agreement.
