Railway Contributions

As residents and workers alike will attest, North Sydney Station is operating at capacity and it is considered that no additional demand can be placed on the station without a guarantee for an upgrade. Accordingly, with the new LEP comes an agreement for a developer contribution. The railway contribution is to be paid on additional commercial floor space proposed and will contribute to the upgrade of the station. The State Government will also have to commit funds to the upgrade.

Applicants are to sign a Developer Contributions Deed with Council prior to Council determining the relevant development application. Council is to forward the contribution, when received, at the construction stage, to the State Government. The State Government is bound by the Railway Contributions Deed with the Council to upgrade the station by 2010. This upgrade was completed.

The railway contribution is the first of its kind where there are numerous potential developers and no specific identified site. The mechanism provides a model for the State Government and other councils.
