At its meeting held on 24 August 2020, Council resolved to publicly exhibit the Draft North Sydney Local Infrastructure Contributions Plan in accordance with section 28 of the Environmental Planning and Assessment Regulation 2000.
The draft North Sydney Local Infrastructure Contributions Plan has been developed in accordance with s.7.11 and s.7.12 of the Environmental Planning and Assessment Act 1979.
The plan is based on a horizon of 16 years.
The estimated growth in the Local Government Area up until 2036 includes 11,902 new residents and 16,746 new workers.
The plan will apply a mix of s.7.11 contributions for new residential development that has an increased demand, and a 1% s.7.12 levy for all other development (+ alterations and additions that have not previously attracted a levy) with a cost greater than $100,000. The plan draws upon existing Council policies and will provide valuable income for Council to meet the growing needs and changing demographics of the community.
It is expected that approximately $195 million will be raised over the life of the plan and will be used to service almost half of the $401 million works program identified in the plan.
Items on the works program relate to significant contributions to public domain areas, open space and recreation facilities, active transport and community facilities. This will enable Council to provide an important income stream to assist with the delivery of local infrastructure to meet growth in the community.
The Draft North Sydney Local Infrastructure Contributions Plan is on exhibition between 15 September to 3 November 2020.
The last day for the receipt of submissions is Tuesday 3 November 2020.
Current Contributions Plan
A local infrastructure contribution plan for the purposes of s.7.11 (previously s.94) of the Environmental Planning and Assessment Act, 1979, applies to all land in the North Sydney Council local government area (LGA).

The Contributions Plan sets out the amount of contributions payable and is generally determined depending upon where the proposed development is located within the LGA, the type of development proposed (eg. residential or commercial) and the intensity of that development (e.g. the amount of additional dwellings or commercial floor space). The Contributions Plan also documents the rationale and justification for the contributions and the contribution rates applicable. It also includes works schedules which indicate what facilities are to be provided.
Local infrastructure contributions are adjusted annually by the consumer price index, and are detailed in the below table for the current year.

If contributions are not paid within one year of a development consent being issued, the contributions will be subject to a further consumer price index adjustment. The adjusted contributions rates payable can be determined by contacting Council’s Financial Services department on 9936 8100.
