Proposed mixed-use redevelopment of Parraween St Carpark

On 1 April 2015, the Sydney East Joint Regional Planning Panel approved a Development Application (DA) for the proposed mixed use redevelopment of the adjoining Parraween Street Cremorne Carpark and Early Childhood Health Centre (latter site jointly owned by North Sydney Council and Mosman Council):

Project Objectives

The following objectives were developed for the redevelopment of the Parraween Street Carpark - Cremorne and have been documented in the approved DA.

  • To provide a modern and expanded specialist Early Childhood Health Centre to the local community.
  • To provide Affordable and key worker housing in the local Community.
  • To provide much needed open space to the local Community.
  • To increase public parking in the local area.
  • To provide economic opportunities to the local community through the establishment of a small business incubator / community “Hub” facility.
  • To provide much needed public amenities to the local area.
  • To provide a new public asset for the local community that meets Council’s sustainability and design excellence objectives as well as Council’s long term social, economic and cultural objectives outlined in our Community Strategic Plan 2013 - 2023 (9MB)

Specifically, this project therefore intends to provide on these amalgamated sites:

  • A new early childhood health care facility.
  • 18 Affordable housing/key worker units (combination of 1,2 and 3 bedroom units).
  • Community “Hub” and meeting rooms.
  • Public amenities
  • A new pocket park (350m2) - play equipment - fitness circuits, landscaping and lighting.
  • Café
  • Underground public car parking (161 spaces)
  • Public domain and traffic facility improvements in Parraween Street and surrounding streets.

The Next Steps

On 21 September 2015, Council resolved to call tenders (Tender 5-2016) for the preparation of tender and Construction Certificate documentation from consultancy teams that will in turn permit tenders to be called for construction. 

That tender report  EPS01 Proposed Mixed Use Redevelopment Parraween Street Cremorne – Tender & CC Consultancy Documentation Phase - Tender 5-2016 goes to Council on 16 November 2015 recommending engagement of a consultant team.

Planning Proposal

In 2012 Council completed a Planning Proposal to enable the redevelopment of the Parraween Street Car Park and the adjoining Early Childhood Health Centre in Cremorne, for a mixed use development. The proposed development incorporates key worker accommodation, public open space, two levels of basement parking, a new early childhood health centre and a café.

North Sydney Local Environmental Plan 2001 (NSLEP 2001) Amendment No. 50 gives effect to the Planning Proposal, following its publication on the NSW Legislation website on 17 May 2013. Amendment No. 50 changes the provisions for the subject site under NSLEP 2001, in the following ways:

Public Hearing

As the Planning Proposal includes confirming the classification of the site as "operational" land, a public hearing was required to be undertaken pursuant to section 29 of the Local Government Act 1993. This public hearing was held on Wednesday 18 July 2012.

Previous Exhibition of Concept Material


Concept information regarding the proposed development was previously on public exhibition from 3 November 2009 to 18 January 2010. On completion of the public exhibition, Council resolved to proceed with the proposed development.
