In May 2022, Council endorsed commencing a revised planning study for the Neutral Bay Town Centre. The planning study will seek to:

  1. Address the decline of employment land in the centre resulting from Council's current planning controls and encourage a greater degree of housing mix.

  2. Facilitate carefully planned development which may include targeted modest increases in height and density while maintaining and enhancing the village atmosphere of the centre.

  3. Secure a range of public benefits from planned and limited growth.

The study will be prepared by Council staff with input from external consultants. Key inputs will also come from the community and stakeholder engagement.

The Neutral Bay Town Centre Planning Study commences in late 2022.

The study area of this project retains the same as the Military Road Corridor Planning Study.

Background to the Planning Study

Military Road Corridor Planning Study

From 2017-2019, Council was approached by various parties representing development interests along the Military Road Corridor. Council has consistently advised that ad-hoc proposals to amend planning controls are not supported, and that a comprehensive framework, through a planning study, should lead and guide any changes to future development.

Between 2018 and 2021, Council prepared the Military Road Corridor Planning Study to guide and manage change and growth in the Neutral Bay town centre in response to significant development interest along Military Road.

The study was to be informed by three consultations with the local community between 2018 and 2020. Details on community engagement can be found on the Have Your Say website.

The planning study provides a framework for ongoing discussion with local landowners about the future development of the Centre. It promotes managed jobs and housing growth, while maintaining the much-loved village atmosphere of the Neutral Bay Town Centre. From the planned and limited growth, the study sought to secure a range of public benefits for the community.

On 22 February 2021, Council adopted the Stage 1 post-exhibition report and the Military Road Corridor Planning Study Stage 1 - Future Directions Report.

On 24 January 2022, an extraordinary Council meeting was held at the Council Chambers.

At that meeting, Council resolved to rescind the Neutral Bay Town Centre - Future Directions Planning Study (dated 22 February 2021) and conduct an internal briefing on the matter.

Council resolved to prepare an updated strategic development framework for Neutral Bay town centre by engaging with the community and stakeholders. The revised planning framework will seek to strike a better balance between development height and the provision of additional public open space.
