Transitional arrangements for the Graduated Licensing Scheme

The GLS prepares novice drivers, especially young drivers to be safe on the road.

There are three stages in the GLS including: Learner Driver; Provisional P1; and Provisional P2.

The demerit point thresholds and speed limits increase as you progress through each stage of the GLS.

From Monday 20 November 2017 the following changes apply to ALL NEW LICENCE HOLDERS:

  • Learner drivers must successfully complete a computer based Hazard Perception Test (HPT) before attempting a driving test.
  • Provisional P1 drivers will no longer need to complete a HPT to progress to a Provisional P2 licence.
  • Provisional P2 drivers will not need to complete the Driver Qualification Test (DQT) to progress to an unrestricted licence.
  • Provisional P2 drivers who are suspended for unsafe driving behaviour will have six months added to their Provisional P2 licence tenure for every suspension they receive.

From Monday 20 November 2017 the following transitional arrangements apply to ALL EXISTING L, P1, P2 LICENCE HOLDERS:

Learner Driver

  • You must successfully complete the HPT before booking a driving test to progress to a Provisional P1 licence.
  • To be eligible for the HPT:
    • Learners under the age of 25 must have held their licence for at least 10 months.
    • Learners over the age of 25 are not required to have held their Learner licence for 10 months.
  • You will be subject to the new tenure extension if you receive a suspension for unsafe driving behaviour once you progress to a Provisional P2 licence.
  • You do not need to complete the DQT to progress to an unrestricted licence.

Provisional P1 Driver

  • Once you have held your Provisional P1 licence for 12 months you must complete the HPT, to progress to a Provisional P2 licence.
  • You will be subject to the new tenure extension if you receive a suspension for unsafe driving behaviour once you progress to a Provisional P2 licence.
  • You do not need to complete the DQT to progress to an unrestricted licence.

Provisional P2 Driver

  • Once you have held your Provisional P2 licence for 24 months you must complete the DQT to progress to an unrestricted licence.
  • You will not be subject to the tenure extension if you receive a suspension for unsafe driving behaviour.

Provisional P2 drivers who renew their licence after Monday 20 November 2017 will not have to complete the DQT to progress to an unrestricted licence but will be subjected to the new tenure extension if they receive a suspension due to unsafe driving behaviour.
