Overview
North Sydney Council adopted the Commercial and Group Use of Public Open Space Policy in March 2026. Under this policy, commercial activities conducted in public open space require written approval from Council.
Council is seeking Expressions of Interest (EOIs) from commercial operators wishing to run water-based activities involving kayaks and other watercraft from designated foreshore reserves.
This EOI process will help Council select operators who can deliver community benefit while ensuring activities are managed safely, responsibly and in accordance with Council’s obligations for the management of public open space.
EOI Documentation
EOI submissions must address the selection criteria outlined in the EOI documentation.
Assessment Process
All submissions will be treated confidentially and assessed by an internal Council evaluation panel. Recommendations will then be reported to Council for consideration and determination.
Licensing Requirements
Successful applicants will be issued a licence to operate from Council foreshore reserves and public open spaces. Licence conditions will apply.
Once this EOI process is complete and licences have been issued, operators without a Council licence will not be permitted to conduct commercial watercraft activities from Council-managed foreshore reserves.
Submission Deadline
EOI submissions must be lodged by:
5.00pm, Monday 5 October 2026
