Council considered a range of matters including the election of a new Deputy Mayor, planning proposals, infrastructure upgrades and financial reports and investments at it meeting on 22 September.

Committee Reports

9.01 Access and Inclusion Committee (26 August 2025)

Minutes were received and noted, with updates on accessibility improvements across Council facilities and public spaces. Discussions included inclusive design principles and feedback from community engagement sessions.

9.02 Traffic Committee (29 August 2025)

Recommendations were endorsed to improve traffic flow and pedestrian safety. These included intersection upgrades, new signage, and trial traffic calming measures in high-use areas.

Mayoral Minutes 

MM01: Coffee Pop-Up at The Coal Loader, Waverton 

A proposal to facilitate a Coffee Pop-Up at the Coal Loader while securing a new tenant for the café is underway was endorsed by Council. 

MM02: Precinct Planning for State Significant Development Applications

A recommendation was made to initiate precinct-level planning in response to major development applications at 5 & 15 Blue Street and the St Francis Xavier site. This approach aims to ensure coordinated infrastructure, public domain improvements, and community benefit as these significant projects progress. The Mayor proposed that Council write to the Minister for Planning and the Planning Secretary to advocate for integrated planning with relevant state agencies and stakeholders. 

Council Reports 

10.01 Deputy Mayor Election

Council elected Cr Beregi for the Deputy Mayor position for the term 1 October 2025 to 30 September 2026. 

10.02 Matters Outstanding to 25 August 2025

A report was presented tracking progress on previously unresolved items, including actions from Mayoral Minutes and Notices of Motion. This helps maintain accountability and continuity in Council’s work. 

10.03 Motions for the 2025 LGNSW Annual Conference

Council endorsed motions for submission to the Local Government NSW Annual Conference, advocating for increased stormwater infrastructure funding and improved governance frameworks. 

10.04 Draft Model Code of Meeting Practice

Approval was given to publicly exhibit the updated Code of Meeting Practice. The draft includes mandatory provisions such as livestreaming meetings and clearer attendance protocols, aligning with recent legislative changes. 

10.05 August 2025 Financial Report

Financial performance for August was reviewed, showing alignment with budget expectations. Investment returns and expenditure trends were discussed, with no major variances reported.

10.06 Investment and Loan Borrowings (as at 31 August 2025)

The report outlined Council’s current investment portfolio and loan obligations, confirming compliance with financial policies and providing a snapshot of liquidity and debt servicing. 

10.07 and 10.08 Fire and Rescue NSW Inspections

Inspection reports for 229 Miller Street and 54 High Street were tabled. Council noted the findings and discussed follow-up actions to address safety compliance and building standards. 

10.09 Planning Proposal – Military Road, Neutral Bay

A planning proposal for properties at 166–188 and 198–214 Military Road was considered. The proposal seeks amendments to zoning and development controls to support mixed-use development and improved public domain outcomes. 

10.10 Heritage Bus Shelter Relocation

A report of options exploring the for relocating heritage-listed of the Monte and McLaren bus shelters on Miller Street to other locations on Pacific Hwy. The aim is to preserve their historical significance while enhancing accessibility and urban design. 

10.11 Commercial Property Portfolio – Q4 FY2024/25

The quarterly report provided insights into the performance of Council’s commercial properties. Leasing activity, occupancy rates, and revenue trends were discussed, with a focus on strategic asset management. 

10.12 North Sydney Olympic Pool Redevelopment

An update was presented on the redevelopment of the Olympic Pool. Key milestones in construction were outlined, alongside community engagement efforts and anticipated completion timelines. 

Notices of Motion 

11.1 Barry Lane & Yeo Street Intersection Safety

The issue of driver and pedestrian safety was referred to the CEO for review and any appropriate action.
