Proposed updates to the Infrastructure Contributions Plan are open for public feedback.
North Sydney Council is inviting community feedback on proposed updates to the North Sydney Local Infrastructure Contributions (NSLIC) Plan 2020, with Draft Amendment No. 2 now on public exhibition, following Council’s endorsement at its 29 June meeting.
The draft amendment will be on exhibition from 6 July to 3 August 2026, providing an opportunity for residents, businesses and industry to review the proposed changes and make a submission.
What are Infrastructure Contributions?
The NSLIC Plan 2020 outlines how Council applies contributions associated with new development to help fund local infrastructure and community facilities needed to support the growth in resident and worker populations.
The plan includes section 7.11 and 7.12 contributions.
- Section 7.11: These contributions are monetary or in-kind contributions based on the relationship between a proposed development and the infrastructure demand generated from an increase in resident and/or worker population.
- Section 7.12: These are levies applied as a fixed percentage of the proposed development cost.
What changes are proposed?
Draft Amendment No. 2 includes a range of updates to improve clarity and consistency in the application of the NSLIC Plan and address recent State Government reforms.
Key changes include:
- recognising ‘co-living housing’ as a residential development type and applying appropriate infrastructure contribution rates
- clarifying that new affordable or social housing provided in perpetuity is exempt from infrastructure contributions
- updating the Cost Summary Report template to support clear and more consistent calculations of infrastructure contributions
- minor administrative updates, including corrections to typographical errors and updated legislative references
