Carole Baker

Carole Baker was elected as North Sydney’s first female Mayor in 1979 after serving as an alderman from 1971. She was a driving force behind greater transparency in local government and the establishment of North Sydney’s Precinct Committee system, which continues today to support community participation in planning decisions. 

Carole led major campaigns to protect the area’s built and natural heritage. She was instrumental in saving Don Bank Museum and securing Sawmillers Reserve as public open space. She also played a key role in acquiring the HMAS Platypus site for public use, resisting pressure for private redevelopment. 

Beyond Council, Carole worked to expand childcare services, initiated North Sydney’s first family day care program and was a founding member of Elsie Women’s Refuge in Glebe. Her advocacy helped shape early national policy on children’s services and women’s rights. 

Carole's approach combined grassroots organising with policy influence. Her legacy can be seen across North Sydney in its parks, planning systems and commitment to community-led decision making.
