Council considered a range of strategic, financial, planning, and operational matters at its meeting on Monday 25 August 2025.

Mayoral Minutes

MM01 – Closure of Milsons Point Post Office

Council resolved to write to Australia Post and relevant ministers to request Milsons Point Post Office be retained.  

MM02 – Anzac Park: Return of Public Open Space

Council supported community suggestions to return Cammeray Avenue properties to public open space in Anzac Park. The Mayor will write to Transport for NSW requesting the land be handed back for community use following the completion of infrastructure works. 

MM03 – Submission on Berrys Bay Place, Design, and Landscape Plan

Council endorsed a submission to Transport for NSW on the draft Berrys Bay Place, Design, and Landscape Plan. The submission calls for stronger alignment with the Berrys Bay Masterplan, improved pedestrian and cycling connections, and greater emphasis on heritage, sustainability, and community use in the final design. 

Reports to Council 

10.1 Matters Outstanding to 28 July 2025

Progress on previously resolved items was reviewed, with several actions marked as complete and others flagged for continued monitoring. 

10.2 Q4 Review of the Delivery Program/Operational Plan 2024/25

The final quarterly review confirmed that most projects and services were delivered as planned. Adjustments were noted for deferred or reprioritised items, and the report was adopted. 

10.3 July 2025 Month-End Financial Report

Council noted a stable financial position for the start of the new financial year, with income and expenditure on track. 

10.4 Investment and Loan Borrowings Report as at 31 July 2025 

The report confirmed that all investments and borrowings complied with Council’s policy and legislative requirements. No new borrowings were undertaken. 

10.5 Council Meeting Schedule 2025–26 

The meeting schedule for the 2025–26 financial year was adopted, maintaining a monthly meeting cycle and ensuring alignment with key reporting deadlines. 

10.6 Strategic Review of Community Grants and Subsidies 

Council endorsed a review of its grants and subsidies program to improve transparency, equity, and alignment with community priorities. A new framework will be developed. 

10.7 North Sydney Local Planning Panel Report FY2024/25 

The annual report was received, summarising the panel’s decisions and trends in local development. The panel determined 41 matters this year, with most decisions matching staff recommendations. 

10.8 183–185 Military Road, Neutral Bay – Voluntary Planning Agreement 

Council agreed to a Voluntary Planning Agreement for this site. This secures public benefits including streetscape upgrades and a monetary contribution in exchange for increased development potential. 

10.9 Proposed DCP Amendment – Electrification of New Residential Developments 

A draft amendment to the North Sydney Development Control Plan was endorsed for public exhibition. It proposes requiring all new residential developments to be fully electric, supporting Council’s sustainability goals. 

10.10 Fire and Rescue NSW Inspection Report – 229 Miller Street 

The inspection report identified several fire safety issues at the site. Council noted the findings and will work with the property owner to meet Fire and Rescue NSW recommendations. 

10.11 North Sydney Olympic Pool Redevelopment Project Update 

An update on the Olympic Pool redevelopment confirmed continued progress. Key construction milestones have been met, and the project remains on track for practical completion in late 2025. 

10.12 Proposed Acquisition of Lease by Transport for NSW – Warringah Freeway Upgrade 

Council considered a proposal from Transport for NSW (TfNSW) to extend the lease at Council-owned sites (St Leonards Park, Cammeray Golf Course and Anzac Park) for construction staging of the Warringah Freeway Upgrade (WFU). Further negotiations will be undertaken to ensure community interests are protected.
