Draft Long Term Financial Plan and Special Rate Variation Options
Council agreed to undertake community consultation on three different rate proposals as part of a new draft Long Term Financial Plan. The options include two different Special Rate Variations to fund critical infrastructure renewal and maintain service levels. Consultation runs from 29 October until 3 December 2025.
Critical Asset Renewal Works
A report identified key infrastructure assets, such as roads, stormwater systems, and community facilities, that require urgent renewal. Council resolved to prioritise these works in future capital planning and explore funding options to address the backlog.
Investment and Loan Borrowings Report – 30 September 2025
Council reviewed its investment portfolio and loan obligations, confirming compliance with financial policies. The report provided a snapshot of Council’s financial position and market conditions affecting returns.
Council Christmas Closure 2025–26
Council has set its Christmas and New Year closure dates. Essential services will operate as usual, and public notices will announce service availability.
DV Safe Phone Partnership
Council reaffirmed its support for the DV Safe Phone initiative, which provides refurbished mobile phones to survivors of domestic violence. The program enhances safety and access to support services for vulnerable community members.
Swimming Pool Inspection Program – Post-Exhibition Report
Following public exhibition, Council adopted the updated Swimming Pool Inspection Program. The program outlines inspection procedures, compliance requirements, and timelines to ensure pool safety across the LGA.
Pesticide Use Notification Plan – Post-Exhibition Report
Council endorsed the revised plan, which improves transparency around pesticide use in public areas. It includes enhanced notification protocols and community engagement measures to address health and environmental concerns.
Financial Hardship Policy – Post-Exhibition Report
Council adopted the revised policy which offers clearer support for residents facing financial hardship, detailing eligibility and available assistance for rates and charges.
Draft Restricted Reserves Policy
Council adopted a new policy to manage restricted reserves, ensuring funds are allocated transparently and in line with strategic priorities. The policy will support long-term financial planning and accountability.
Western Harbour Tunnel – Air Quality Monitoring Station
Council supported the installation of an air quality monitoring station in Cammeray as part of the Western Harbour Tunnel project. The station will provide real-time data to monitor environmental impacts and inform future planning.
Green Schools Grants
Council endorsed the allocation of grants to local schools for sustainability initiatives. Projects include energy efficiency upgrades, waste reduction programs, and environmental education activities.
North Sydney Bike Action Plan
The updated Bike Action Plan was adopted, setting out infrastructure improvements, safety measures, and promotional activities to encourage cycling. The plan supports active transport and aligns with Council’s sustainability goals.
Development Assessment Performance – Q1 2025/26
Council reviewed its development applications performance during the first quarter. The report highlighted a 47% improvement in DA determinations times and a 90% improvement in lodgment times compared with the same period last year. Council will continue to work on improving performance to comply with Ministerial expectations and enhance customer service
North Sydney Oval – Sunset Cinema and AFL Umpires VHAs
Council approved venue hire agreements for the Sunset Cinema and AFL umpire training at North Sydney Oval.
Grosvenor Plaza, Neutral Bay – Expressions of Interest Evaluation
Council considered the evaluation of submissions for future use of Grosvenor Plaza. The next assessment stage will focus on community benefit and site activation.
North Sydney Olympic Pool Redevelopment – Project Update
An update was provided on the Olympic Pool redevelopment, including construction progress, budget status, and community engagement outcomes. The project remains a key priority for Council, with completion expected in 2026.
