At this week’s meeting, Council endorsed key financial reports, progressed open space planning in Crows Nest and backed initiatives supporting small business and mental health.
Reports to Council
North Sydney Council Annual Report 2024/25 and Financial Statements for the year ending 30 June 2025
Council endorsed the Annual Report and audited Annual Financial Statements finalising the statutory process for last financial year.
Quarterly Budget Review (September 2025) and Investment and Loan Borrowings Report (31 October 2025)
Council adopted the Quarterly Budget Review Statement, noting an increase in its operating deficit by $3.618 million to $6.397 million, and adjustments to income and expenditure budgets. Variations included revised savings targets (as a result of community feedback rejecting proposed service cuts), reduced commercial property revenue, decreased parking station income and a small increase in grant funding.
The Investment and Loan Borrowings Report confirmed that all investments were made in accordance with legislative requirements and Council’s Financial Investments Policy.
A $10 million loan was approved by TCorp, to be drawn down in November 2025, to fund the North Sydney Olympic Pool project, as budgeted.
Hume Street Park Project and Kelly’s Place Children’s Centre Relocation
Council acknowledged the urgent need for more open space in Crows Nest and St Leonards and resolved to continue preparing the Holtermann precinct master plan and Hume Street Park expansion project.
The lease for Kelly’s Place Children’s Centre was extended by 12 months alongside the establishment of a relocation working group.
Draft Sports Facilities Plan of Management
Council endorsed the draft Sports Facilities Plan of Management for referral to Crown Lands seeking its consent to proceed to public exhibition prior to adoption.
Critical Works – Wilson Street Road Reserve, Cammeray
Council endorsed the relocation of $110,000 from the Kerb and Gutter renewal program within the 2025/26 Capital Works Program to address critical works required within the road reserve at Wilson Street.
Extension of Carpark Access Control Contract
Council endorsed that the draft budget for the 2026-27 financial year will include an allocation for the replacement of licence plate recognition, access control, payment equipment and digital signage for Council’s off-street car parks.
New Lease – The Coal Loader Cafe
Council resolved to enter a new lease for The Coal Loader Cafe at Waverton.
Small Business Forum
Council resolved to host a forum for small businesses in the LGA.
Support for Lifeline Connect
Council agreed to join the Lifeline Connect campaign, providing promotional support across Council facilities, digital platforms and communications.
