Young Street Plaza in Neutral Bay is being upgraded with new trees, seating, a play area, and a pedestrian thoroughfare that will make it safer to walk, cycle, and spend time around Neutral Bay village.
The area to be upgraded extends across the Gosvenor Lane shared zone.
Council is proposing the following permanent changes to Young Street, between Grosvenor Lane and Military Road, in Neutral Bay to address safety issues.
- Young Street will be reopened in one direction, allowing traffic to flow onto Military Road.
- Traffic will be directed to turn left only when driving down Grosvenor Lane into Young Street.

Project history
In October 2018, the Council agreed to a funding deed with Transport for New South Wales (TfNSW) to improve amenities and access in Neutral Bay Village, including the creation of a Public Plaza in Young Street. The trial closure of Young Street was approved in September 2020 with the trial beginning in December 2020. Yet in April 2022, the Council resolved to reopen Young Street.
The Council engaged consultants to create a concept design for the partial reopening. TfNSW confirmed the proposal aligned with funding objectives.
At its meeting on 11 December 2023, Council noted the following:
- a concept design for the partial reopening of Young Street
- continued discussions with TfNSW
- plans for a formal engagement and community consultation
An updated report was presented to Council on 28 October 2024 based on feedback received during this process. The following was noted:
- concept designs were placed on public exhibition from 1 May to 12 June 2024
- community consultation revealed broad support for the concept design
- general feedback suggestions included greenery, gardens, walkways, shade and seating, along with a desire for the inclusion of native plants, non-slip surfaces and adequate lighting. All these elements can be incorporated into the further development of the design
- the consultation results recommend proceeding to the detailed design phase, incorporating key feedback to enhance pedestrian safety while maintaining the overall concept
Sufficient funding and resources are available to now develop this design through to tender with construction to commence at the beginning of the 2025/26 financial year.
